It is impossible for me not to be skeptical but even so the best possible face you could put on this would be: some English-speaking person faked a note by an internee at a Chinese forced labor camp and put it in a product that could easily have come from one and which accurately describes the conditions there to raise awareness. If that's what happened then good on them; I would hesitate to call it a "hoax." At worst it's some disgruntled (ex)Kmart/Sears employee who wants to cause damage and again I would say good on them, even if their motivations are crappy. Skeptical or not it seems to me more likely that the note is real or has real origins as neither of those scenarios seems very likely.

Mass exploitation is made possible by separating the exploited from the exploiters. Anything that breaks down this distance is a good thing.
