Wag the dog in full effect across all ponds and on top of most of them as well. The dominant theory I’ve seen expressed is that the UK is using The Independent to smear Snow at arm’s length by “showing” how “damaging” this kind of “revelation” is. The Cryptogon post has links to stories about the disruption in the under-sea cables that led to this, which appeared in 2008. I remember these things happening and the wide-spread speculation that it was anglo spooks of some variety.

All of which Cameron and his thugs seem to be hoping can be swept under the rug with a hardy chorus of “HARUMPH!”
